From the question, we can make out that 44% of the total number students is 7.4 million (part-time students).

Converting the percentage to decimal:

44% = 44/100 = 0.44

We can say:

0.44 of total is 7.4 million

Let the total number of students be "x", thus, we can write and equation:

0.44* x=7.4

With the help of a little algebra, we can solve for x, so that is:

\begin{gathered} 0.44x=7.4 \\ x=(7.4)/(0.44) \\ x=16.82 \end{gathered}

Rounding to the nearest million, that is around 17 million

The answer is:

17 million
