The point-slop form for a line is

y-y_0=m(x-x_0),

so, we only need to subsitute and solve for y or put it in the general form

\begin{gathered} y-(-5)=(1)/(5)(x-(-10))_{} \\ y+5=(1)/(5)x+2 \\ y=(1)/(5)x-3 \end{gathered}

Another way to write this equation is

\begin{gathered} y=(1)/(5)x-3 \\ y+3=(1)/(5)x \\ 5y+15=x \\ x-5y-15=0 \end{gathered}
