we have that

A relationship between two variables, x, and y, represent a proportional variation if it can be expressed in the form y=kx

Let

x -----> Speed (miles per hour)

y -----> Speed (kilometers per hour)

the value of the constant of proportionality k is equal to

K=y/x

If the value of K is the same for each ordered pair, then the relationship between the two variables is proportional

so

Find the value of k for each ordered pair

For x=11, y=17.699 ------> K=17.699/11=1.609

For x=26, y=41.834 ----> K=41.834/26=1.609

For x=34, y=54.706 ----> k=54.706/34=1.609

the values of K are equal in each ordered pair

that means

the relationship between the two variables is proportional
