(3-x^2+2x)-(-3x^2-12+8x)

Remove the parentheses:


3-x^2+2x+3x^2+12-8x

Add like terms:


\begin{gathered} (3x^2-x^2)+(2x-8x)+(12+3) \\ 2x^2-6x+15 \end{gathered}

Therefore, the value of b is -6
