slope intercept form:

y=mx+b

Where:

m= slope

b= y intercept

for y=1/4x-2, slope = 1/4

Perpendicular lines have negative inverse slopes.

negative inverse of 1/4 = -4

So far we have:

y= -4x +b

Replace (x,y) by the point given(-4,2) and solve for b:

2 = -4(-4) + b

2 = 16 +b

2-16 = b

-14 = b

Final equation:

y= -4x - 14
