Firstly, we see that our y-intercept is -5, so the line will intercept the y-axis at (0, -5),

Next, we can tell we have a slope of
(1)/(3), or "up one right three" as shown by the division of three. You may be more familiar with it being written as y=mx+b and the mx is written as
(1)/(3) x instead of
(x)/(3). That being said, they mean the same thing.

Using these details, we will graph the equation. See attached.
