We have the slope-intercept form of a line


y=mx+b

where m is the slope and b is the y-intercept

Parallel line have the same slope so the slope of the line that we are searching is m=3

so we will use the slope-point form


y-y_1=m(x-x_1)

where

m=3

x1=-2

y1=-8

then we substitute the values


y+8=3(x+2)
