Is (-3-2c)/(-3) the same as (2c+3)/(3)??
(I believe they are the same, but just checking.)

Yes, they're the same.

Explanation:

-3-2c can be re-written as -1(2c+3) and -3 can be re-written as -1(3). So you can rewrite the fraction as -1(2c+3)/-1(3). The -1's go away and the new fraction is (2c+3)/3.
