Answer

5 hours and 30 minutes

Explanation

Person 1 has to complete 9 procedures, 2 of them take 1 hour each (= 60 minutes) to be completed. Then, 7 of them (= 9 - 2) take 30 minutes each to be completed. In consequence, the amount of time needed by person 1 to complete 9 procedures is:

\begin{gathered} 2*60+7\operatorname{*}30= \\ =120+210= \\ =330\text{ minutes = 5 hours and 30 minutes} \end{gathered}
