For this problem we have to calculate the probability that x is greater or larger than 28


\begin{gathered} P(x\ge28)=\Sigma P(x=i) \\ i\text{ goes from 28 to }40 \end{gathered}

For each i, the probability


P(x=i)=(40!)/(28!\cdot12!)\cdot0.8^i\cdot0.2^(40-i)

Now computing the sum:


P(x\ge28)=96

The answer is 96%
