We have the expression:

2y=-3+x

lets divide all by 2, this way our equation will be in a better form to understand it:

y=(1)/(2)x\text{ -}(3)/(2)

lets find where this line cuts the X axis and Y axis, wich means, find the point with X=0 and other point with Y=0, as follows:

\text{If y=0, we have 0=}(1)/(2)x\text{ -}(3)/(2)\text{ }\rightarrow\text{ }(3)/(2)=(1)/(2)x\text{ }\rightarrow\text{ x=3}

so, our graph has the point (3,0), now lets find where it cuts the X axis:

\text{If x=0, we have y=}(1)/(2)(0)\text{ -}(3)/(2)\text{ }\rightarrow\text{ y=}(-3)/(2)

So, our graph has the point (0,-3/2), with those informations, lets draw our graph:
