The first step we need to take is to determine two points on the boundary line. To do that we will find the point for which x is 0 and the point for which y is 0. This is done below:

\begin{gathered} -2y=6\cdot0-18 \\ -2y=-18 \\ y=9 \end{gathered}

The first point is (0,9).

\begin{gathered} -2\cdot0=6\cdot x-18 \\ -6\cdot x=-18 \\ x=(-18)/(-6)=3 \end{gathered}

The second point is (3,0).

Since the signal is " less or equal", the line must be solid.

The two points are (0,9) and (3,0).

The region above the boundary line should be shaded.
