Answer:

24.5 liters/week

Explanation:

24 liters/week for 7 cows is 168 liters/week

Add 1 cow that produces 28 liters/week

The new total is 196 liters/week for 8 cows

(196 liters/week for 8 cows)/(8 cows) = 24.5 liters/week is the new mean.
