To find the rate we divide the amount of problems he solved by the time it took him


(28)/(20)=1.4\frac{\text{problems}}{\text{minute}}

then to find the amount of problems he will solve in 90 minutes we multiply the rate by the time


1.4\frac{problems}{\text{minute}}\cdot90\text{minutes}=126\text{problems}

He will solve 126 problems in 90 minutes.
