the given equation is

x - 4y = -16

put x = 0

0 - 4y = -16

y = 4

so at x = 0 ,, y is 4

put x = 4

4 - 4y = -16

-4y = -16- 4

y = 20/4

y = 5

so, at x = 4 the value of y is 5

thus, the correct graph is option B
