x^2+y^2-8x-12y+3=0

First, find the center and radius of the circle.

\begin{gathered} x^2+y^2-8x-12y+3=0 \\ \mleft(x-4\mright)^2+\mleft(y-6\mright)^2=7^2 \\ (x-h)^2+(y-k)^2=r^2 \\ (h,k)=\text{ center} \\ r=\text{ radius} \end{gathered}

The center of the circle is (4,6) and the radius is 7.

The graph of the circle is,
