Step-by-step explanation:

Missouri was to be admitted as a slave state, but Northern states had a problem with this, as it would have resulted in their being more slave states in the nation than free states. This would have caused an imbalance in representation of free states and slave states in Congress. Northern states did not want slavery to be expanded into the newer territories.

This was eventually solved by the Missouri Compromise (...which was later ruled unconstitutional in the Dred Scott Decision...)
