well, the bill was $59.17, if we round it by the "tens", the closest to 59 is 60, since 59 is farther from 50 but closer to 60, so it rounds up to 60

50\stackrel{farther}{\rule[0.35em]{18em}{0.25pt}59.17}\stackrel{closer}{\rule[0.35em]{2em}{0.25pt}}60 \\\\[-0.35em] ~\dotfill\\\\ \begin{array}c \cline{1-1} \textit{\textit{\LARGE a}\% of \textit{\LARGE b}}\\ \cline{1-1} \\ \left( \cfrac{\textit{\LARGE a}}{100} \right)\cdot \textit{\LARGE b} \\\\ \cline{1-1} \end{array}~\hspace{5em}\stackrel{\textit{15\% of 60}}{\left( \cfrac{15}{100} \right)60}\implies 9
