f(x) -> y (first we need to rewrite the equation with y)

y= 1/9x+2 (next we need to solve for x)

y=1/9x

-2 -2 (subtract 2 from both sides)

y-2= 1/9x (multiply 9 on both sides

9y-18= x (and lastly switch back x and y)

y = 9x - 18 (if a real equation than write h(x) or
f(x)^(-1), if not real equation keep it in y)

h(x) = 9x-18
