Oil is a substance that is not soluble in water because it is hydrophobic due to it being non polar

Water is polar and the common saying is that “like dissolves like”. Thus, oil being non polar, is insoluble or not soluble.

When oil is added to water, notice how oil creates a separate layer on top of the water.
