Yeah it’s.
Since we are dividing same numbers with different powers, just subtract the power of top number by bottom.

11^(16-3) = 11^13

Answer: Choice B is correct

====================================================

Reason:

Focus on the numerator for now. The
(11^8)^2 is the same as
11^(16) because we multiply the exponents. The general rule is
(a^b)^c = a^(bc)

Alternatively we can think of it like this

(11^8)^2 = (11^8)(11^8) = 11^(8+8) = 11^(16)

So far we have
((11^8)^2)/(11^3) = (11^(16))/(11^3)

------------

The last step is to subtract exponents due to the rule
(a^b)/(a^c) = a^(b-c) and the order of subtraction is important.

Therefore,
((11^8)^2)/(11^3) = (11^(16))/(11^3) = 11^(16-3) = 11^(13)
