we keep the "-", because the exponent (9) is uneven (= odd). only even exponents turn everything into positive numbers. uneven exponents keep the original sign.

we could do it also in 2 steps :

(-1/3)³ = -1/27

again we keep the "-", because 3 is uneven/ odd.

and now that result we put to the power of -3.

that "-" on the exponent means 1/...

so,

(-1/27)^-3 = 1 / (-1/27)³ = -27³ = -19,683

again, the exponent 3 is uneven/ odd.
