Explanation:

See attached for the mapping diagram. You place all of the x values (inputs) in the left side, and all of the y values (outputs) in the right side.

The relation is not a function because the input of "1" has two outputs, both "-2" and "0." A function can only have out output for every input (it can, however, have two inputs for a single output).
