Explanation:

The probability of just picking up a 1 is 1/4 since there is only one 1 out of 4 total cards.

If you eliminate that 1 card, there are 3 cards left, and the probability of then picking a 4 becomes 1/3.

Multiplying these probabilities, we get 1/4 * 1/3 = 1/12 as the probability of picking up a 1, not returning it, and then picking a 4 afterward.
