Why does a plant only need to use a portion of its energy and not the entire thing?

Answer:

Because All organisms, including humans, need energy to fuel the metabolic reactions of growth, development, and reproduction. But plants can't use light energy directly for their metabolic needs. And half of there energy is light energy so it must first be converted into chemical energy through the process of photosynthesis.
