Explanation:

if the shirt was 35% off, then you paid 65% of the cost

that value can be found by:

39 x .65 = 25.35 (this is the amount paid for the shirt)

sales tax of 6% on 25.35 is:

.06 x 25.35 which equals 1.52

25.35 + 1.52 = 26.87
