Explanation:

This explanation is all based on the fact that I read 1S_4 as 1/4 which is the most sensable assumption.

let b be base and h be height of the triangle

if each b and h is divided by 4

=> b/4 and h/4

using triangle area formula

1/2 x b/4 x h/4 = (bh)/32

the original triangle

=> 1/2 x b x h = (bh)/2

(bh)/32 x (something) = (bh)/2

that something is

(bh)/32/((bh)/2) = 16

Or

you could use the fact that the ratio of sides of those two triangles is 1 to 4 and because we are comparing the ratio of the area 1^2 to 4^2 which results in a 1 to 16 ratio which simply means you just have to multiply the smaller triangle by 16.
