At what point are steamed vegetables properly cooked?

Steamed vegetables are properly cooked when they appear crisp/tender- also when you are able to pierce the thickest part of the vegetable with ease. Cooking them a few minutes past the right timing makes vegetables go from bright and crisp to faded and mushy.
