As we can see, when we add just one cup of flour, the amount of water needed increases by 1/3. this means that the very minimum of water needed is 1/3. (since the ratio must be simple) This means that it takes 3 cups of flour to make a whole cup of water. this also means that in relation to the 1/3 cup of water, 1 cup of flour is needed. this means the ratio is 1 to 1/3 because for every cup of flour, 1/3 cup of water is needed.
