(since the ratio must be simple) This means that it takes 3 cups of flour to make a whole cup of water. this also means that in relation to the 1/3 cup of water, 1 cup of flour is needed. this means the ratio is 1 to 1/3 because for every cup of flour, 1/3 cup of water is needed.
