my notes ask your teacher if a relationship has practical significance, does it guarantee that statistical significance will be achieved in every study that examines it?

Answer:

Even if you achieve practical significance, it is possible to construct some tests that will not result in statistical significance (for instance if you, on purpose or by accident, use a sample in which you know there is no relationship), so practical significance does not imply statistical significance in every study
