Before the Pendleton Act most candidates were chosen to fill gov jobs with a "Spoils System" which is also called the Patronage

It was kinda like a "you scratch my back, I'll scratch yours" situation

when a new president or political party came into power, they often replaced government employees with their supporters. It didn't necessarily matter if the person was qualified for the job; what mattered more was their loyalty and political connections.
