If an object is in a potential field that is different at different points in space, then the object will experience a force in the direction in which the potential energy decreases. Newton’s second law says that a force causes a change in motion, which changes the kinetic energy.

Thus, two negative charges repel one another, while a positive charge attracts a negative charge. The attraction or repulsion acts along the line between the two charges.
