Answer:

Congress could declare war and establish an army and navy. They were able to make peace and sign treaties. They could organize a post office. They had no authority to recruit soldiers. They had no power to enforce the treaty. They couldn't impose taxes to pay back the money they borrowed, they didn't have a CEO, they didn't have a nationwide court system. Nor did it have the authority to regulate interstate commerce (commerce).
