Answer:

Coulomb's Law states

F = K Q1 * Q2 / R^2 where K is the force constant

F2 / F1 = 2 Q1 * Q2 / (Q1 * Q2) = 2 where one of the charges is doubled

So the force will be doubled (D looks rather vague but it cannot be the other three)
