Explanation:

y-3=-2(x+5) | Given

y - 3 = 2x + 10 | Distribute the 2, multiply the terms inside of the parenthesis by the outside number (2).

y = 2x + 13 | Add 3 to both sides.

The slope is 2/1 (2x or 2) and the y-intercept is (0, 10).
