Let x be the dilation factor, then we can write


28x=35

If we move 28 to the right hand side, we get


\begin{gathered} x=(35)/(28)=(7\cdot5)/(7\cdot4) \\ \text{then} \\ x=(5)/(4) \end{gathered}

therefore, the answer is option D
