since they're perpendicular: m2=-1/m1

find m1: 3x+y=1 --> y=-3x+1

m1=-3

find slope of equation 2: m2=-1/m1 --> -1/-3= 1/3

find equation: y-y1=m(x-x1)

y-1=1/3(x+2) --> y=1/3x+2/3+1

y=1/3x+5/3
