Answer from text book is given but I cant understand how they get this answer using these numbers?

This was the question:
Analia wants to know which school has higher academic achievements relative to the number of teachers per student.
a) What is the Graduation rate divided by teachers per student?
b) SAT average divided by teachers per student?

So I looked up the answer after getting it wrong and this is the calculations used to come to the answer. I cant figure out how they put these 3 numbers together to get 18,947 and 11,053
