To convert a mixed fraction of the form a b/c to an improper function

Multiply the integer part by the denominator and add the numerator

=> a x c + b
This value becomes the numerator of the improper function
The denominator of the the denominator remains the denominator of the fractional part i.e. c

Therefore in general, a b/c ==> (a x c + b)/c

For 4 3/7 this turns out as : (4 x 7 + 3)/7 = (28 + 3)/7 = 31/7
