Answer:
With health education people would only be becoming educated on things that they should do to look after themselves. This would be unfair to some people with learning impairments which would be disadvantaged and could not learn. With the use of inspectors no problems will be solved as if there is an issue with a certain thing it may require doctors to solve it. Either way doctors would still be of use.
Doctors help us and give us advice whenever necessary however health education may not be able to cover everything that a doctor can. Furthermore, it may be simpler to get advice at once and be updated on health issues from a doctor rather than having the struggle of remembering personally.
