First ration we will divide by 5 (both numbers) and second one by 3 (again both numbers).

First ratio becomes (25:5)/(45:5) = 5/9

Second ratio becomes (15:3)/(27:3) = 5/9

Since we can simplify them in that way that both are the same that means they are proportional.

because when we make them smaller like 25/45 divide by 5 and 15/27 divide by 3 it forms 5/9
