Marx saw the state as a product of bourgeois economic interests by the time he authored The German Ideology in 1846. That concept was developed two years later in The Communist Manifesto, which said that the executive branch of the contemporary state is nothing more than a committee charged with running the business of the whole bourgeoisie.
