Why the Nazi- soviet non-aggression pact was such a surprise to the world?

The main reason why the Nazi-Soviet non-aggression pact was such a surprise to the world is because it greatly freed up Hitler's Germany to fight more aggressively in the west, since they did not have to worry about fighting the Russians.
