Similar is roughly the same shape and charecteristics congruent is full agreement so it is exactly the same.

Similar objects can look the same, but be different sizes, while congruent objects are the exact same shape, size, etc. With congruent shapes, if you were to lay one ontop of the other, one would perfectly cover the other.
