we have the following data set

We can plot then in the cartesian plane,

we can calculate the line of best fit be using the extreme points,

\begin{gathered} (x1,y1)=(1.0,1.1) \\ (x2,y2)=(8.3,22.1) \\ y-y1=(y2-y1)/(x2-x1)*(x-x1) \end{gathered}

replacing and solving:

\begin{gathered} y-1.1=(22.1-1.1)/(8.3-1.0)*(x-1.0) \\ y-1.1=(21)/(7.3)x-(21)/(7.3) \\ y=(210)/(73)x-(1297)/(730) \\ y\approx2.6-0.4 \end{gathered}

Thus, the answer is y = 2.6x - 0.4
