This statement would most likely come from a comparative behaviorist. Behaviorists study the behavior of both humans and animals. If somebody said this statement, it would mean that they observed this animal's behavior over a long period of time to determine that it learned how to do something, and that it's not just a result of instinct. If it were instinct, an ethologist would study that.
