Why did Alexander Hamilton believe that the national bank was constitutional?

answer: the constitution states that a government should have all the powers to carry out its duties, and the national bank was necessary :)

Alexander Hamilton believed that the national bank was constitutional because the Constitution specifically gives the federal government to do whatever is "necessary and proper" for the US to function well, and he believed a national bank was essential for the US to function properly.
