Since the decimal is 0.425 or 425 thousandths, you can assume the fraction will be 425/1000.
425/1000 can be reduced by dividing by 5 to get 85/200.
85/200 can be reduced by 5 once more to become 17/40

To do this put 425 over 1000. Now you find the GCF (the biggest factor both numbers can go into). The GCF in this case is 25. Divide 425 and 1000 by 25 and get the new answers and put them in the same order. The answer as a fraction in simplest form is 17/40.
