Cleisthenes is considered to by the founder of Athenian democracy because he reformed the constitution of Ancient Athens and made it more democratic in nature.

The main reason why Cleisthenes is generally considered the founder of Athenian democracy is because he was the one who openly advocated for All voices to be heard, although this was only men of certain social stature
